(Ambiya') 21 : 95
وَحَرَامٌ عَلَىٰ قَرْيَةٍ أَهْلَكْنَاهَا أَنَّهُمْ لَا يَرْجِعُونَ

And it is a ban upon a city which We have destroyed that indeed they will not return.

This verse has two Messages: (1) Anyone among the Fujjar will never stop regretting when death comes to him/her. It is told about disbelievers in verses 23: 99-100: “When death comes to one of them, he will say: ‘My Lord, send me back so that I might do righteous deeds in that I left behind’. Nay, indeed it is only a word he is saying, and behind him is a barrier until the Day of Resurrection”.

(2) No community will escape from Resurrection and Judgment. It is told in verses 36: 31-32: “Didn’t they consider how many generations We destroyed before them? Indeed they are not returning into them. And indeed, all of them will be summoned before Us”. See explanation 17: 58; 21: 14-16 and 35.
